The Condition, in Plain Terms
Akrapovic states that the EC type approval is valid only when the catalytic converter is installed. The system ships with one, and the approval covers it in that state.
Remove the converter and the exhaust becomes a track part. There is no version of this system that is both open and legal, and nobody should sell it as though there were.
Five Names, One Platform
Honda's 649 cc inline four powered the naked CB650F and the faired CBR650F from 2014, then the restyled CB650R and CBR650R from 2019. The exhaust route stayed the same throughout, so one system covers all of them to 2020.
These are A2-friendly middleweights, bought new by riders moving up from a 500 and kept for years. A road-legal complete system suits that ownership pattern in a way a track part does not.
Three Kilograms
Honda's original weighs 10 kg — a lot for a 650, and most of it in the collector under the engine where the catalytic converter sits. Taking 3.1 kg out of the lowest point of a 208 kg motorcycle is a real change.
Three Hours
180 minutes is the longest fitting time of the three systems in this group, and the reason is the inline four: four header pipes to unbolt from the cylinder head rather than two, with the radiator in front of them.

The Insert Question Does Not Arise
Akrapovic records no removable noise insert for this system. That follows from how the approval works here: the catalytic converter does the compliance, not a restrictor in the outlet, so there is nothing to take out and nothing to lose.
A Middleweight Four
Honda's 649 cc inline four is unusual in this class — most 650s are twins. Four small cylinders make a different noise and want a different exhaust, and the four-into-one collector on this system is where most of the engineering sits.
Keep the Original
The standard system is heavy and awkward to store, but a CB650R offered with its complete factory exhaust sells more easily. Find the shelf space rather than the skip.
