They load with dust and slowly raise the pressure drop across the intake, and because the engine management reads mass airflow rather than filter condition, it simply meters fuel to whatever air arrives. There is no oil to reapply and no re-oiling kit to buy, which also removes the most common way a performance filter damages an engine: over-oiling and contaminating the sensor.
