That means the airbox is asked for a far broader range of flow than a fixed-timing engine ever demands, and the filter has to be adequate across all of it. On an engine designed to be tractable low down and strong at the top, the intake sees both extremes routinely — and a partly loaded element penalises the high end disproportionately, because that is where the flow is greatest.
